Romanian scooter‑sharing startup Splash is closing its doors after the Bucharest municipality introduced stricter rules for electric scooters. Founder Octavian Marian said the new regulation will force the company, which has been operating for seven years, to shut down, resulting in a loss of more than one million euros invested in the business.
