Ukrainian Defence-Tech Platform Launches €50 Million European Fund Based in Estonia

Resist.UA, a Ukrainian defence-technology platform, has announced the establishment of Resist 2.0, a new European fund registered in Estonia with a target of up to €50 million ($54 million). The fund represents a significant effort to mobilise international capital for Ukraine’s rapidly expanding military technology sector.

Resist 2.0 is designed to serve as a bridge between qualified international investors and Ukraine’s early-stage defence and dual-use technology companies. The fund will focus specifically on teams whose solutions have already been tested and validated in real battlefield conditions, distinguishing it from traditional venture capital approaches in the deeptech space.

Capital and Operational Support

The fund will provide more than financial investment alone. According to the initiative’s framework, Resist 2.0 will offer both capital and operational support to participating companies. This assistance encompasses prototype validation, manufacturing capacity expansion, and broader ecosystem development activities aimed at fostering long-term growth within Ukraine’s defence-tech industry.

The Estonian registration location reflects the growing role of Eastern European jurisdictions in hosting cross-border investment vehicles, particularly those focused on technology and innovation sectors. The choice also underscores the regional cooperation between Baltic and Ukrainian technology ecosystems.

Roman Sulzhyk, speaking on behalf of the initiative, contextualised the fund’s broader significance: “And we see Ukrainian defence tech not only as a wartime necessity, but as an emerging industry being built in real time under the most challenging conditions.”

Building a Sustainable Ecosystem

This statement reflects a strategic shift in how stakeholders view Ukraine’s defence-technology sector. Rather than treating it as a temporary wartime phenomenon, Resist 2.0 positions Ukrainian miltech companies as participants in a potentially durable industry with commercial applications extending beyond immediate defence needs.

The fund’s structure incorporates a reinvestment mechanism, whereby returns generated from successful investments are funnelled back into the ecosystem to support additional companies. This approach aims to create a self-sustaining cycle of capital circulation within Ukraine’s defence-tech landscape.

Resist.UA’s establishment of Resist 2.0 reflects broader European trends toward supporting technology innovation in conflict-affected regions and recognising the commercial potential of defence technologies developed under operational constraints. The fund’s launch also highlights growing investor interest in the Ukrainian startup ecosystem, despite significant geopolitical challenges.

The initiative arrives as European venture capital and impact investors increasingly direct attention toward defence-tech and critical infrastructure sectors. The €50 million target positions Resist 2.0 as a meaningful vehicle within this emerging investment category, potentially serving as a model for future cross-border deeptech funds focused on geopolitically significant technologies and regions.
