Personio Acquires Circula to Create Europe’s First Integrated HR and Spend Management Platform
German HR‑tech unicorn Personio announced the acquisition of spend‑management startup Circula. The deal, whose financial terms were not disclosed, will integrate Circula’s expense, corporate‑card and benefits capabilities with Personio’s payroll and HR platform, making it the first European system to cover the entire employee‑cost lifecycle. The move follows Circula’s €15 million Series A round in 2025 and aims to deepen the joint offering for more than 3,000 mid‑market customers.
