EU-Backed Initiative Launches in Moldova to Build Business Angel Investment Community

TechAngels Romania has joined forces with Business Angels Europe, META Group and the Moldovan Technology Transfer Network to establish a structured framework for developing the business angel investment ecosystem in the Republic of Moldova. The initiative, known as the ESIL Moldova program, represents a two-year commitment to professionalizing informal investor networks and creating pathways for capital deployment into early-stage startups across the region.

The program receives financial support from the European Union and co-financing from the French Government through Expertise France, operating under the broader EU4Innovation East initiative. This funding structure underscores the strategic importance placed on strengthening innovation financing mechanisms in Eastern Europe and the Eastern Partnership region.

Training and Support Framework

The ESIL Moldova program focuses on comprehensive capacity building for prospective and existing business angels through a structured curriculum. Training sessions, mentorship arrangements, pitching events and community-building activities form the core components of the initiative, designed to equip investors with practical knowledge and professional networks necessary for identifying and supporting promising founders.

According to Cosmin Curticăpean, “Angel investments are understood most effectively through hands-on experience, real investment decisions and interaction with seasoned investors. We want to help Moldovan investors develop the confidence, discipline and networks needed to support promising founders over the long term.” This statement reflects the program’s philosophy that investor development requires experiential learning rather than theoretical instruction alone.

Cross-Border Collaboration and Co-Investment

Beyond domestic capacity building, the initiative emphasizes cross-border cooperation opportunities.
